When we moved to Romania I did not have a dryer so I used a fabric softener cause no matter what anyone says hanging clothes out makes them stiff...not soft so I would make sure to hit each one a few times with an iron on the high steam setting. It will help them be softer although you will not get them as soft as with a dryer.

Rinse washing powder out of towel properly. Put some fabric softener in warm water, rince again. Don't dry on radiators.

Fabric softener helps as does getting them outside to dry in the wind rather than on a clothes horse inside.
Add a bit of vinegar to your softener drawer and your towels will be nice and soft - beleive me! Your towels won't smell.

If you are using washing machine, just add a little bit Lenor or another softner in the next compartment. If washing by hand, at the end just give a dip in any softner before putting on the line. Surely you will feel the difference and a pleasant smell too.

After washing them , on a normal wash, put them through a cold rinse cycle, they will be nice and soft after they dry

the other answers are correct, but one thing NOT to do is if you are washing by hand and want to dry your towels do NOT put them on a radiator to dry or iron them on a HOT setting as this will make them stiff!!
