Because otherwise many people wouldn't use birth control at all. Planned Parenthood follows all the laws of the states they are in, but they also provide many services that people wouldn't be able to afford or reach out for otherwise. All they require when you walk in looking for birth control (except for condoms) is that one of the doctors on the staff can give you an exam so that they know what type of birth control would be right for you.

Yes, but I wouldn't trust them. Consumer Reports found that PP condoms have an extraordinary high failure rate (I believe it was 75%), and I have a friend who is a pharmacist who says he repeatedly gets teens/young women in whom PP put on the pill without proper education as to the side-effects and without getting a complete family history which is important because some of those side effects can KILL you if you have a certain family history.

It's really not surprising that PP would hand out faulty birth control. After all, they make their money when birth control fails and you go back for an abortion because you wanted to have sex without pregnancy.
