If he has had his temple endowments (and I know he had to have, because he served a fulltime mission), then, yes, he does wear temple garments.

If he had his endowments in the temple then yes he is required to wear the "jesus jammies". It does not matter if he is a public figure or not.
The garments came about as a "covenant between men and god" it is a symbol of their loyalty to the church and their commitment to follow the teachings of the LDS church. It has no bearing on public life. As long as Mr. Romney is wearing clothing no one will be able to see the garments anyways, so it really doesn't matter if he is wearing them or not...However if he went through the temple and is not wearing the required special undies he is violating his covenant with the church and could get a spiritual spanking...
(Interestingly enough..Mr. Romney seems to be distancing himself more and more from his so-called religion..His interviews are becoming more and more entertaining....
