try to use executed fan to out side so the quality of you basement air will improve and may be it will better if you have a two way fan

Open a window, you might also invest in an air purifyer/filter, make sure at the very least you have a fan running to circulate the air.
If you wake up dizzy, or with headaches, mold could be an issue. Look around the basement to see if there is or has been water damage. If you find any, Mold is quite likely, and can cause most of the symptoms you have mentioned.
Be weary of air purifyers the Ionise the air. they make a sweet smell that people associate with clean, but do little to actually clean the air.

that's weird... usually basements are too moist... but if your nose is really dry then you sohuld get a humidifier. I live in a basement apartment and also have one of those ionizing purifiers to help with dust and air quality, since my apartment doesn't really have much air flow.
Also, open up whatever windows you have now and then and put a fan into circulate new air. You dont want radon gas building up in there...
Oh yeah and get a carbon monoxide detector for goodness sake.

Basement apartments should have more moisture in the air, you need an air purifier and an extra regular fan wouldn't hurt either, like a box fan. I do not think you should add more moisture to the air because it might cause some kind of nasty infection in your mouth if it is already "gucky". Trust me, I have lived in 2 basement apartments.

Usually basements are cooler than above ground dwellings. Is there a mold issue? Sounds like a possibility of an allergy problem...

there are all kinds of air purifiers on the market now.
also, regarding waking up with dry nasal passages, try getting a cool mist humidifier and leave it run on your nightstand.
in addition, you might check with the landlord to see if they will have your air ducts cleaned out.
if you're dizzy, that could be a sign of mold. i'd definetly have that investigated. there are specialists who bring a machine and take samples of your air to see if there's mold.

You can try Air Purifiers.
My friend has one because she has a mold problem in her bathroom and she had to put one there.
She says it works great.
