who is paying for their houses and their food? i knew some refugees from norwegian school and some of them act arrogantly. they live in 3 floor houses and 2floor apartment and i know paying for it is expensive and they are from zambia and congo and has no job yet and came here in norway as refugees... will they pay back the government for all the money the norwegian government spend for them or their stay once they find a job?

Why so many to Norway? It's a hel* of a lot better than what they leave behind.
Who is paying? If they get resettlement (and only approximately 10% do), then they gain arbeidstillatelse--work permission--at the same time. If they are not offered work, then they qualify for unemployment benefits. If they are granted family reunification, and have young children, then benefits increase per child.
Will they pay back? I don't know. Once benefits are legally received, there's no legal obligation, or channel, to repay.

Refugee housing allowances can vary by kommune, but having been to a couple, and talking with directors and refugees waiting approval, it's not a great situation. They get a little over 400 NOK a week and have a small room to live in while they wait. Of course everyone has the right to klage--dispute--the decision, and that can draw it out for 1-3 years. All the time, they wait, legally unable to work, without transport to buy groceries or get to health care, and with flip little to do while they're waiting. Language classes aren't provided until a person nummer is assigned, and that doesn't happen unless and until you're one of the 10% or so to get approved after waiting 1-3 years.

Many compared to what?
Some countries in Africa have more refugees than they have inhabitants. (Until the European countries realize it and allow a few people into our countries.)

Many of the refugees are highly educated and as soon as they are allowed they start working, any job, to support themselves and their families, till they can get a real job, paying tax from the day they are allowed to work.

I am Dutch and know some (former) refugees. We have the same situation as Norway, only we allow the people to start learning the language as soon as they live here.

So many African refugees have gone to Norway, because they know Norway is a rich country. I doubt they have to pay anything back. I´ve understood from newspapers and TV that Norway is now trying to stop foreigners coming to Norway unless the people come from a country where it´s dangerous to live.
