Minimum System Requirements for The Sims 2 (I've edited out irrelevant parts):
If you have a non-T&L capable video card (an Intel Extreme Graphics or a Radeon 7000/VE Series) then you need at least:
2.0 GHz processor or better
256 MB RAM if Windows Vista, XP, Windows ME, Windows 98, or Windows 2000
At least 3.5 GB of hard drive space
Supported video cards (and the more video memory the better):

Your graphics hardware does not support hardware T&L, but you do meet the system requirements easily despite your processor only being clocked at 1.86GHz (when it says 2GHz is the minimum for a non T&L card). Your Core Duo processor is equivalent to roughly a 2.8 GHz Pentium 4 processor, and Pentium 4 clock-speeds are what they mean when they say 2.0 GHz processor or better.
The graphics chipset of the laptop is actually GMA950 which is faster than the "82845, 82865, 82915" it mentions as being supported. Performance-wise, the GMA950 is roughly equivalent to a GeForce 3 so you won't have any problems there (the somewhat slower GeForce 2 is listed as supported).
The other requirements are met easily, though where it says 256MB of RAM if running Vista, the reality is that Vista will barely run even itself with 256MB of RAM. However 1GB total will be enough for Vista running Sims 2 (assume 512MB for Vista, which leaves 512MB for Sims 2, and that is plenty).

It will run, but not well. The Integerated graphics (shared) is enough to run it, as that definatly has atleast T&L (it quite possibly has PS2, but I didn't look it up) however, since it's not a real video card, it will perform very poorly. You should try to get a laptop with a dedicated graphics card. They are usaually expensive, but you will generally get better other specs, because people who care to get laptops with dedicated graphics will go with high-end other parts.

no it has intergrated graphics. wen ever it says shared graphics it means integrated, which u cannot play games on, or at least very many. u might be able to plat sims on this, but it might be choppy.

of course yet to permit u no the sims takes up approximately 546 megs on your pc and ur gpu (8400) is 256 mb video memeory plus 128 meg shared from ur device mem to ur video , for this reason the 383.

The hardware is more than up for the task. Sims 2 most likely will not be compatible with Windows Vista though.
