I know of no program that will in and of itself do what you want.
However, if all connections are wired, you can purchase managed switches and set up VLANS and allocate a % of available bandwidth to the respective VLANS. Let's say there are 4 groups (Parents, Brother, Sister and Others in VLAN 100, 101, 102 and 103 respectively) Parents use switch ports 1-4, Brother uses switch ports 5 - 8, Sister uses ports 9 - 12, and other uses the rest.
You now can allocate VLAN 100 30% of bandwidth, VLAN 101 40%, VLAN 102 20%, and VLAN 103 10%. If only VLAN 100 is active it gets all bandwidth but as others come on, allocation goes into effect.
If you have wireless connections, each VLAN has to have its own wireless access point (WAP) plugged into its respective switch ports - and this adds to the cost. Do not allow a wireless router or WAP to assign LAN IP via DHCP - let the gateway router do this task.
Now for the bad news. Managed switches are more costly and they are NOT plug and play. They are not even plug and pray. You need to configure these to assign VLAN number, bandwidth allocation, etc. Some have GUI configuration, others require command line; all will need command line if you run into a problem.
