What I am trying to ask is. What is the speed of the person in the south direction as they head north in the plane.

This is a good question on relativity.
Relative to the plane (ie, what the person would feel him/herself, if he had no view outside), the speed would be 2.2km/hr north.
Relative to the ground, the speed would be 23.4km/hr south.
Relative to the atmosphere outside, the answer could be quite different. If the plane was flying into a headwind, the person's speed relative to the air would be greater. If the plane had a tail wind, the person's speed relative to the air would be less.
It all depends on the relative frame of reference.

Incidentally; I think your question would be more relavant to a train rather than a plane. A plane travelling at 25.6km/hr relative to the ground would be about to crash (unless it was a Harrier Jump Jet, or something similar.)

Besides the fact that it is a very slow plane:
The person moves north with a speed of 23,4 km/h compared to the ground (until he/she reaches the end of the plane) and at 2,2 km/h south compared to the plane

The forward speed has been answered.

The downward speed is far more significant however. If it is a plane you can walk in (as suggested), it is moving rapidly downwards!
