Very good point except that the "exception to every rule" rule cannot be a rule as it is self-contradictory. The actual rule is "There is an exception to every rule except for the rule that states there is an exception to every rule".

Yes there is an exception to every rule... there always is. However many people try to use that as a way to get around the law, so it makes the situation a little difficult.
