If that's really occurring, you need to report it. It's not acceptable.
If this is your fantasy, however, that's perfectly acceptable. Many people have spanking fantasies. There are plenty of more appropriate places to explore those than Yahoo! Answers. If you're over 18, I'm sure you'll be able to find them rather easily.

It is illegal in UK for a teacher to lay a hand on a student. There is no corporal punishment permitted in UK schools since the 1970's
