Generally, Hydrogen has the lightest mass in the whole periodic table. so it is less dense then the surrounding air and it will float.
A balloon filled with air will have gases like oxygen, carbon dioxide etc... all in an enclosed space. Logically, the weight will add up and so it becomes more heavier and becomes more dense then its surroundings.

The mass of hydrogen is less than air. Air which is composed of oxygen, CO2, argon, nitrogen, etc. has an average mass which is much greater. therefore the hydrogen balloon floats, while the air balloon sinks. It cannot overcome the weight of the balloon itself to remain stationary.

air is mostly nitrogen (about 78%) the rest is oxygen etc... Hydrogen is much ligheter than oxygen and slightly more bouyant than nitrogen. therefore it will rise. light materials float to the top in water and in the air.
