Our voice depends on the vocal cords, nasal cavities, tongue, and lips. When we are sick with nasal congestion, sore throat, or laryngitis these organs change in size and shape. Their original features are distorted giving us the changes that you are asking about.

The sound of your voice is from the passage of air over your vocal cords when you speak. Having a cold sometimes introduces more phlegm and mucus to the area, affecting the flow of air either by making the passage narrower or even sticking to the vocal cords themselves I believe. Having a good cough to get rid of some phlegm can often result in your voice being more normal again. The cold simply changes the airflow, therefore changing your voice. It is much like a musical wind instrument can change notes by changing the airflow patterns.
