Dust a $20.00 bill with silver nitrate (any camera shop will have it) and leave the money in an obvious place. Make sure you don't get any of the nitrate on yourself.

Whoever picks up the money, will get the dust on him/her and within a couple of hours the nitrate will react with the sweat and turn his/her hands black. It won't wash off either.

Here is a very old trick:

Cover a red wallet in red lipstick and place it in an open purse where the thief will likely see if. He will literally become 'red handed' the moment he picks up the red wallet from the open purse. If red lipstick is not an option, consider using something else that would 'mark' the thief, like oil or syrup.

In parallel with this, consider using hidden audio or video recording devices. Audio can be helpful when the thief is surprised by (and makes a verbal sound of surprise in response to) the red lipstick on their hand.

Video recording is better than audio, but in a workplace, your mom will likely need the employer's permission to record audio and/or video.

Cameras are a good idea, hide them of course. Also try setting him up, put money in a bag and set the camera overlooking the bag.
When/if he takes the money you will have the proof. Perhaps then he can be shamed by the other staff.
It's not illegal to use cameras or confront someone who is a proven thief.
