Teaching chinese in other countries (esp the US) if you are a native speaker, shouldn't be too difficult, of course most of the time you need to have an advanced degree (MA) in a relevant field like linguistics or Chinese (to teach in colleges), and of course a fairly good working knowledge of English (which it seems you already do)... and of course working experience as a Chinese teacher or teaching Chinese to foreigners in your own country (if you are from China)... Most if not all of my teachers have this type of background (im in college).
As far as a "national" license, I have no idea about that one, I'm no sure if there even is one I guess it would be like TESL but TCSL "teaching chinese as a second language" certification. I know the US does have some battery of tests and whanot.

In the US you have to become a cert teacher first,

1. Be fluent in the language, reading, writing and speaking.

2. Go online and look for universities with Chinese as a major.

3. Write those institutions and ask about teaching certifications

4. Take the exams and pass them/

5. In the US your certification will be accepted and many other countries accept a US certification, since the educational system of the US is well-respected, mostly.

These days you can learn how to speak Chinese over the internet. Check out this online course, it's voted as the best Chinese online course of all time: http://www.rocketlearner.com/chinese The course is very easy to follow, I was able to learn Chinese in just 3 months.

I live in New York City, I wanted to go to a Chinese language teacher but that would have cost me over $800 per month. Good thing with this internet, $800 it's a lot of money for me.

If you want to discover Mandarin but you have no clue the place to start off then a program for Mandarin is the very best on the web program for the newcomers simply because it genuinely starts with the basis.
