If it is, it would have to be a local ordinance. I don't know of any towns or cities that have such a law.

Yes, technically it is interfering with a motor vehicle, or even criminal damage if the wiper arm gets bent, but you would have a right dance to make it stick. Littering might be the way to go, but it's generally you who drops the paper.
