I expect a phone call if someone is late telling me why they are going to be late. I hate being kept waiting more than 10 minutes or more without a good reason.

Depends on the culture of the one who came late.
In Africa people who grew up in rural settings often have a different conception of time. Even an hour or two would be entirely acceptable to them.
Westerners and those who grew up in the city are often angry after only 5 minutes.
Imagine the cultural clash happening here!

If it's a business situation, no more than 15 minutes is acceptable.
If it's a personal situation, an hour is plenty.
I am a master of etiquette as you can clearly tell. I am also fair and respectful of things that might come up in the lives of others. Thusly my answer reflects that as I am a Level 2.

a person is late one second after you arranged something,but its not really an issue for about 5-10 mins.After 20-30 mins I'm getting touchy,after 1/2 hr I'm annoyed.

that's what i hate most!! but that's what i'm used to.. you know, filipino time.. so, maybe 30 minutes.. and if that person arrives later than that.. i will still wait for him.. i am that patient and good.. and when he arrives, then that's the time to leave.. let that person look for someone to replace you for a moment..

10 mins is late...depends who it is though. I have a friend who is never on time...for her 45 mins is late. I'm very patient though so I would never strangle someone who was late :)

To give you an idea, once I asked someone to meet me at a certain restaurant. I waited for them for several hours, but they never showed up.
