I don't know about the biology of it, but I have noticed since moving near the ocean (salt water) my nails have grown much faster than in the previous dry, desert environment I lived in.

I have very brittle nails and last year I moved from inland UK to the Australian coast. My nails certainly grew better in the summer, but now it's winter, they are breaking again - so if anything, it's not being near the sea, it's whatever vitamin there is in sunshine.

They wouldn't grow faster, but it might be possible they would be less brittle and have less tendancy to break off in a more humid climate.
