I'm certain you studied how water evaporates and falls in elementary school, or that you can type rain in a search box and find the information, so I'm assuming your question isn't really about rain. Weather is not man made, although we can influence it. We didn't create the weather. The weather is the weather, and I don't think it requires an owner.
The problem is, if you are not satisfied with God being a spiritual entity, then you have to assign Him control of all things on the Earth, and everywhere else as well. You've basically created a non-spiritual God, who has to take care of every little thing in everybody's life, and all the material world as well. If things go well, you think God loves you, and if things don't go well, you think you must have messed up, because God is punishing you. It's God's rain, God's asteroid coming toward you, God's tidal wave.....
Now I have to tell you, I greatly prefer a spiritual God. Let the material world take care of itself. I think the idea of a childish, angry, controlling, and vengeful God needs a lot of work. You messed up, so it rains on you....this just doesn't go anywhere good.

Governemnt is like Inquistion Catholic Church thinking world is still flat. The Goverenmnt thinks that is spins neatly aropund left to right and the Earth also spins on a diagnoal tilt. I just recently noticed signioficant changes. I use to be able to tell North and South, East to West. If you notice carefully. The horizon has changed. Where the Sun Sets and the Sun Rises are no longer exact East/West. Meaning one thing there are two new polar regions being formed. And when two new polar regions are forming this is the result. Welcome to the 6th or 7th Ice Age.

rain is one of the many forms of precipitations that occur on the earth's surface... other forms are snows, hails, slates, etc...
when a cloud gets too heavy (too much vapor has condensed together..), it is no longer lighter than the atmosphere thus it must come down... so rain happens.. and all of those other stuff.. if the precipitation freezes before hitting the earth, it becomes... or hail...
too much rain probably could be contributed to global warming...

Well...seeing as there are verifiable scientific explanations for all types of weather and absolutely NO proof of the existence of this so-called "God", then I'd have to say neither....it's nature, pure and simple...

Of course it is Gods weather. God causes the rain to come and the sun to shine. The weather just doesn't change becasue it feels like it, God's almighty hand is in it all
