Search Community Colleges for either an Electrical Wiring Technician or if the Community College has more advanced specialized programs you may find a program under Telecommunications, Broadcasting Technician, Computer Networking Wiring Technician.

For digging holes in roads and burying pipes? Don't think you need any school training for that in the UK.
