According to all news reports, Bush didn't pardon Scooter, and Scooter did not apply. Bush unilaterally "commuted" his sentence and, as of today, who knows tomorrow, has let the felony conviction stand. Also of interest is the fact that there are a few high-level judiciary people who are looking into the commutation of imposed sentence because, according to them, the president can pardon, but not commute. Keep watching for the resolution (and expect a full pardon at the end of the current regime).
