It's more dangerous to be buckled into a motorcycle. In the event of an accident, staying with your bike may mean that it will crush you. So it's not a good idea.
They do have some safety devices for motorcycles though, like the inflatable jump suit developped by BMW, but that won't catch on because its not cool to fly off your bike looking like the Michelin man. :)
The trick is not to let yourself get into an accident situation in the first place. Always ride with proper gear and never put yourself into a situation where you don't have multiple avenues of escape.

Don't joke about this guys.
There is legislature on the books debating this exact subject.
The bike hatters in government are trying everything they can think of to get motorcycles off the road.
Seat belts on bikes is just another ploy to accomplish this.
The people in government may not hate bikes, but their constituents (the guys funding their re-election campaigns may have had a family member seriously injured on a bike and hate them) .
There was almost one law passed - all motorcycles imported to the country were to have front and rear crash bars as part of the frame (not removable).

Mentally.
Just like side impact airbags in an SUV won't save you if you drive off a cliff, even the best leathers won't save you if you're stupid on a motorcycle. Besides an MSF head start and wearing all the gear all the time, the best piece of protective equipment a rider has is between his/her ears.

Hug your rider. Why would you want to buckle up on a bike? If you get in an accident you don't wanna be flying with the bike do you?

You don't do they make seat belts for bikes? Noooooo. If I run into something, or whatever, or for some reason go flying I'd rather fly than have no control over where or how I land.
