Most likely because both parties are obstructionist in nature. This has been a sad fact in USA politics since the Democrats feeding fest after Watergate. When the Republicans returned to power, they paid them back and so now we have the political equivalent of a blood feud.

No, it is because Congress has no real idea on how to work together to accomplish what the country needs. Congress on both sides are too busy pandering to their specific groups, so that they can be re-elected. Instead of trying to find a compromise to a problem, they would rather blame the other side for why something cannot be done.
Plus if the congress would stick to their responsibilities, as spelled out by our Constitution instead trying to make a law for anything a single issue group, their ratings may go up.

Ratings are low because they've passed "non binding resolutions", haven't made any efforts to secure our border, spend more time of witch hunts in the house and senate than they do passing legislation, and their illustrious leader, Nancy Pelosi, made friends with Syria who we've known is more than likely supplying the terrorists in Iraq. That's why their numbers are so low. Not "obstructionist" Republicans.

well they are cowards. instead of passing laws that change policy or at least force a presidential veto they pass non-binding resolution to end wars or impeach traitorous attorney generals. they want bush to look like a big f***-up for '08. they actually want things to keep getting worse, it helps hillary '08.
in a word their pathetic and treasonous....maybe that was two words
