You mean they should be treated differently? Be given special rights?
People could go out and hire a minor or a handicapped person to do a crime and they go free? Or get special sentencing?
That's silly.
We are responsible for our actions. If we are not, then we are not sentenced to die. When it is found that a minor or a person with a handicap KNEW what he was doing, and choice to do it, KNOWING what might happen to them (die), then they are put to death.
That's called justice. They get no special rights.

It's not the entire country, but rather certain States within the Republic. Please do not vilify the whole nation over the morality of a few States. Thanks.

Should minors and hadicap people who commit horrible crimes not be punished like the rest of us? Just because they are young and crippled doesn't mean their minds don't understand that what they did was wrong.

Because their minds are fine but they are a danger to those around them. We only use the death penalty for criminals who commit murder during the commission of another crime, such as kidnapping and robbery. if you willfully and maliciously take a life you just might forfeit yours.
