IIn my room and basement, can I connect a router to one of them, and my Gaming pc to the one upstairs, get a rock solid connection?

You would still need to run ethernet wire between the two wall jacks through the wall to make the connection.

If you have a good ethernet wire running between the two jacks, then yea, I don't see why not (that will be the hard part). Make sure the wire doesn't run parallel to any fluorescent lighting. If running an ethernet wire between the basement and your room isn't feasible, look into wireless-n.

No, that's not a powerline networking adapter. Powerline networking is probably not "ROCK SOLID" in comparison to hard wired networks. Wireless routers with the N specification would be fast enough in many cases though.
