Jack the ripper killed only 5 people.
One of those serial killers killed are always bellow hundreds. Maximum one thousand.
Cesar as you explanation above give orders and he just fight his path to the power and did a lot of good things. Early newspaper to the people was his Idea.
For sure, we can consider some soldiers but since we are talking about the pulling the trigger, we are talking about the pilots that dropped little boy and fat man over Hiroshima and Nagasaki at the end of second war.
.... But is possible to consider the Idea that muder and war are not related and if we take also as a job waht have done those guys with black mask and axe... So we should goes back to: serial killers main theme
From which smart ones stills free or died free and there are who was cought.

Quantity is not Quality (class, style, originality). Biggest goes to the the best and my vote goes to Locusta, which had praisement from Roman Emperor.

About quantity, my vote goes to Thug Behram
About notoriety, my vote goes to Jack the Ripper
About cruelty, there was Elizabeth Báthory
About writing, of course, goes to Marquis de Sade.

I'm going to have to go with Pedro Alonso Lopez. He is a confessed serial killer from South America, accused of killing more than 300 people. As for Harold Shipman, a British doctor who may have murdered up to 297 people -one a month for 24 years - has emerged as Europe's worst serial killer in modern times. It is unknown how many may have died at De Rais' hands, though some speculations put the number at over 800. No matter the number of his total kills, the child slayer was executed in Nantes in 1440.

Dragoner, you're an idiot. Think about it: Caesar could not have personally murdered 1m Celts. Assuming he was invincible and didn't need to stop for food, water or rest, it would have taken him (at 10 minutes per person, enough time to find them and overcome their resistance) 19 years of solid work.

As for Sawney Bean, Wikipedia has an interesting take on the veracity of the legend: "Moreover, according to nutrition researchers, a group of forty-eight would have consumed far more people than alleged in the Newgate Calendar. In order to survive for some twenty-five years, the Beans would have depopulated the entire southwestern region of Scotland"

The man who actually put in the poison pellets at Auschwitz was a sergeant Moll.
For self-motivated criminals, I'd go for Harold Shipman. It seems the best-documented. The ones more remote in place and time are less reliable as to numbers and in some cases, whether they happened at all. Sawney Beane seems to be an English-created myth.

If we were to talk about political leaders and dictators and what have you then it could always be Genghis Khan. Every city in his Empire was massacred apart from 2 people who were sent to the next city to warn them of Genghis' Mongol horde.

On the other hand there is always the The Crusader Knights in i think the first one in 1099 (correct me if I'm wrong, as there were so many of them) who took Jerusalem and killed the populace so much so that it was described as wading through blood in the streets. They also executed Muslims in public by beheading them. It took them something like a week for 2 people to do that.
Serial killers, I'm not sure.

Pedro Alonso Lopez (300+). Pedro was known as the Monster of the Andes after the impressive numbers of hits he tallied in his three-nation killing spree. A native of Colombia, his prostitute mother kicked him out of their home at age eight for fondling his younger sister. Adding insult to injury he was then picked up by a pedophile and sodomized against his will. When he was eighteen he was gang banged in prison and retaliated by killing three of his assailants.
Upon his release he started killing young girls with glee and impunity. By 1978 he claimed to have bagged more than 100 girls in Peru. After a brush with an angry village mob he moved his activities to Colombia and Ecuador where his bloodlust averaged about three kills a week. He found killing Ecuadorian girls quite enjoyable because they were "more gentle and trusting, more innocent." Authorities attributed the rash of disappearing girls to active slavery or prostitution rings in the area.

In 1980 a flash flood uncovered the first of his victims. When he was arrested he told his interrogators the frightening tale of his reign of death. At first authorities were skeptical but all doubts disappeared when he quickly produced more than fifty graves. It is widely believed that three hundred hits is a low estimate for this most prolific serial killer.

If I remember correctly it was someone in India who belonged to the Thugee Cult and murdered 900 people. That was where the word thug came from.

In more modern times Fred West, who murdered 12 people, claimed to have murdered another 20.
