A child is not too old to spank as long as the spankings remain effective.
It was not long ago that I thought my 15 year old daughter was past spanking age. I tried grounding, restrictions, extra chores, and a host of other punishments but nothing seemed effective.
Her father put her over his knee and that was what worked.
I have reconciled that it will be my job if she needs another spanking soon; but I suspect that she will keep behaving for now.
We traditionally used our hands to spank her bare bottom and that is exactly how he spanked her this last time and how she will get future spankings. I never liked using an instrument to spank.

At what age?
Well, generally by 13 or sooner. For good moral/faith teachings then parents should RARELY need to punish. And for the few times they need to punish, rarely should they be "spankings". Of course if we do something really really stupid then spanking a teen can be a real "attention-getter". Some say it looks "weird" -- esp. so if otk ... but not quite a weird when we are over the sofa arm or sofa back.
And for a kid stupid enough to drive drunk, maybe the belt on the bare butt isn't totally unreasonable (NOT the buckle, though) AND a visit to the morgue, etc. for true learning.

I don't know because I always gave time-outs, or loss of privileges to my children. My mom and dad stopped spanking me at about 11 or 12 years old. They felt that it was improper to spank me any longer, and began punishing me only, at that age.

When they stop acting like children. I've seen a few adults that could benefit from a good spanking.

It has been a rare occurence that my children have been spanked. Once they reach the age of reason- 7- it should definitely be unnecessary.
I have used the "lip-flick" when they've sassed me after that age, but usually taking away something that is important to them (their freedom, toys, dessert, or giving extra chores) has worked for me.

when they stop acting up and learn to obey your rules. i think 10 though, a big kid getting spanked by an aduult looks weird, but it depends on maturity and how disciplined they are. as long as they learn their lesson, i see no reason for spankings
