It all really comes down to how well she was raised and her personal morals. By that age there's really nothing you can do except hope you've taught her well up until this point cause you can't exactly forbid her from doing it. If she's seeing one boy a whole lot that should be a red flag... and obviously not stuff like alone. I would definitly enforce a group-date rule. I'm just more worried about the "minor stuff" you mentioned. I hope you're talking about hand holding.

Kissing is okay, but now is definitely time for that mother-daughter talk. You know the one about not having sex too young, pregnancy and STDs, how being honest about where you go and what you do will help you to earn trust, and the big one----how boys will tell you anything, including "I love you.", to get what they want!
Good Luck. Mine turned out great. Just make sure that she knows that no matter what, she can come to you with any questions or problems!!
I told my daughter when she went on her first date this:
Here's a phone. If a guy ask you to do something that you are not ready to do, or are unsure that you should do, tell the guy to call your mother. If your mother says that it is alright, you will do it!!!
She got a big kick out of it and it became a standing joke with her boyfriends!!

Well kissing and "minor stuff" only leads to one thing.. sex. If she is getting this involved at such a young age she will only get more and more involved as time goes on.
However its normal for her to be interested and dating at this age. just moniter her, which shouldn't be too hard seeing as she has to ask you to go anywhere..
group dates are fine hanging out with friends is fine. Just make sure you know where she is..
make sure she isn't hanging out at his house alone or anything..

no jst b gald its jst kissn kids these days r doin it at da age of 11 jst talk 2 her bout kissn and sex nd da dangers and jst make sure she is smart if u thnk she has a good head on her shoulders she will only stick 2 kissn 4 awhile hope this helps u

I don't know you or your daughter...but I would say anything to do with ones sexuality, and being a teenager, and touching another human being..is dangerous at this age..and should be avoided. maybe its time to discuss personal values and what she wants in her adult future...besides school and the general stuff....

nope it deff. not to young. you really cant do anything if you tell her to stop messing around or seeing him you'll just make her rebel and do way worse stuff than kissing. im only 15 but thats how i lost mine is cuz i was mad at my parents.

bring her to a seminar or talk on HIV or AIDS at least she needs to understand the consequences of getting both diseases easily. then tell her about pregnancy etc which starts with a kiss.

If she is responsible and mature enough, then thats fine. Just moniter her and know where she is when going out.
