Tornado Watch: An announcement of tornadic weather, that possible tornado activity could occur.
Tornado Warning: A Tornado has been sighted, and everyone needs to get to the basement, or some type of shelter.

Tornado watch = Conditions are right for the development of a tornado.
Tornado warning = A tornado has been spotted or reported in the area.

A tornado watch states that a tornado may be forming. A tornado warning means a tornado has already been spotted.

watch means conditions are right for foming tornados but none have been seen yet. Tornado warning mean that one has been sighted and if you are in it's path you should take cover.

Watch is to see if it's coming. Warning is to say it IS coming!
