It looks fairly possible, but I don't know how to get started and what materials to use, or even how to put it together.

Any advice is welcome as long as its constructive. This object will be placed on my head and worn throughout a good portion of the day so stability and endurance is key.

Having used a headband like this, I would advice you to look into a double band.
Like the headband of an older head phone.
At the top of your head there are two wires, they come together near the bottom ends.
This will support the weight much better, will irritate less and allows you to make a double connection for the wings.

Make sure the size of the band it right, as it will give you a headache if it is too tight, and move on your head if it is too short (too small but opened farther) or too big.

I also think the wings are made out of fake fur, (teddy-bear skin) on a frame.
You might be able to attach the wire for the wings to the headband by soldering before the fur is added, but otherwise, wrap several times and fix with hot-melt glue.

For the fur, you can put the hairy sided together, stitch the outline of the wing and turn the wing, before putting it on the frame.
Look at how the fur looks at the seam, sometimes it looks much better if you free the hair out of the seam.
If you have to sew the fur round the frame, you still do most of the seam with the fur face to face, and keep the bottom end open, you can turn and stitch the last little bit when on the frame.

If you find that you need to use feathers, you make a 'frame' like out of cardboard, plastic or other likeweight material, attach them to the bead-band and glue the feathers on, or stitch them to the underground.

try starting at the big craft store if you have one near you. take the photo you linked and ask at the classroom or craft center info desk maybe? I'm sure it would be very similar to making wings for your back as many people do for costumes. Or you might begin first by looking around a jewelry and hair-accessories shop. you will need a headband anyway so find one that is tough enough to handle feathers being glued or wired on to it and wide enough to stay on your head without irritating your ears but one that is not an off color that will stand out when you put it on of course.
Any store or other shopping place with a craft corner containing any of the following; yarn/beads/jewelry making items/wedding planner items/party planning items will probably have feathers, buy or borrow a glue gun if you have connections to craft-makers who will lend such an item to you. just be cautious as that sort of hot glue can burn your fingers...even low-temp glue guns still have some warning.
In my crafting opinion it is possible. if you have time, google or use ask.com and put in um, what is it? feathered headdress will get you Native American items for certain, but I don't know what else to call it.

First you need to purchase a headband. Then do a web search for " how to make angel wings" Look for small ones for a child. Then all you have to do is to wire them to the headband. Hot glue might even work. If you choose to wire them on, make sure you pad the inside of the headband.

pieces of fur bought at walmart. wire headband
medium grade wire.. wrap the fur around the wire so it doesnt show and that way you can shape the way you like.
glue or wire to headband when done with the sides or both for better hold...have fun looks like something i wouldnt mind making
