Until you are 18 your parents are legally responsible for your contracts.
All this means is that they have to approve in writing any deal that is made _or_ make that deal themselves on your behalf.
I would suggest you contact either a paralegal or look at the statutes in your state law concerning minors and contracts.
Then contact an agent unless you are self publishing by prepaying for X number of copies of your book to be printed. That is usually done with smaller publishing houses. Either way EDIT your MS and send 3 chapters (double spaced) to an agent with a tight synopisis. DO NOT SEND your MS. It will get tossed out.

Sure a book can be published, you may not find a publisher to do it. You need a Literary Agent to submit your manuscript to a Publisher.

I am friends with guy who is 13 and he has a published book out.

Yeah there is im 13 and my mom says once i finish the story im writing she plans on seeing if she can get it published if i find out i'll be more than willing to give you the name.

They don't look at your age. They read the book and then decide. Send it out and see what happens! If they like it, they can work with your parents and an attorney.
