If congressmen are restricted to $5,000 donations from PACs how can lobbyists donate hundreds of thousands or even millions of dollars to them? For example in the movie Sicko I saw in the preview that it shows the amounts of money given to a particular congress person by lobbyists and it was numbers such as $400,000, $130,000 ... How is this possible? How is this public knowledge and the congressmen don't get in trouble for accepting over the legal limit of political donations?

they are given privately. plus, don't question facts from Micheal Moore movies. he isn't dumb enough to place wrong information in his movies.
