How can one blame Bush when the previous administration was in the same boat. This is a problem because of the government as a whole, not just Bush and his cronies.
The priorities are obvious to me. The liberals think the open borders will get them votes and keep them in power. The conservatives want the cheap labor force. Both of them create major problems for the country.

The Republicans controlled the White House for 8 months & 21 days before 9/11. It took a lot longer than that to plan, train & get these men into the US so they were not watched.
That took place on the Democrat's watch.
The borders have been closed for decades - that is what makes them illegals. Do you want them shot on sight? Do you want to stop all foreigners from come in to vacation or go to school? Yeah, it is tough to protect our dear country, but since 9/11 the US has not been successfully attacked.
The Uk & others have had terrorist attacks. I think law enforcement is doing a great job.

None of the Politicians are "really" wanting to close the borders!
You owe your price of vegetables on the migrant farm workers from mexico! Stop them and your fruits and veggies go sky high!
Plus, you will find that a "lot" of the Congressmen/woman have illegals WORKING for them!!! So, they all have a vested interest in "not" securing the borders too! If "they" get caught, its a red shamed face they have to put to the Public who pays thier salaries... (Though, people in Congress "dont" have to follow the same rules, but, sometimes when they get caught doing what they shouldnt, it makes them look to bad for reelection).

Well he would be partially responsible. I would hold him less responsible than congress. Congress is supposed to make such legislation. The terorists would still be the people I would hold most responsible though.
But even if we secure the Mexican Border the Canadian border would still be open. We cannot build a fence around the whole U.S. The terrorists would still be the most responsible.

The truth is neither party really wants to secure the borders they way they need to be. Our Bush/Clinton/Bush/Clinton administrations want us to merge with Mexico and Canada. The NAU. They all want it except for a few candidates that don't have a prayer to buy their way into the white house.

It absolutely, no questions asked would be his fault. Bush is the chief executive of the country, and therefore, as with ALL other Presidents in US history, when something goes wrong on his watch, it's his fault. The President does NOT need to acknowledge that it is his ultimate responsibility to make sure that his Constitutional obligations (such as protecting the borders0 are carried out. We all KNOW it to be the case, nonetheless. 'Nuff said.

Depends entirely on who you ask.
Bush supported a bill - it was defeated. Now it's up to Congress to go back to the drawing board and come up with a viable solution. Will they do it? Or will they act like a bunch of spoiled brats who got spanked by their constituents?

The main priorities of our politicians are two:
#1. Their reelection
#2. Their pockets.
And no, another terrorist attack will not be Bush's fault but it is his fault and the fault of the idiots advising him, including congress, for the increase of terrorists worldwide. And let's not ignore the contributions of Britain and Israel.

I can't blame Bush. This government has been skirting this issue for decades. We need to abolish the lobbyists and special interest groups and then there is no one left to bribe our politicians.
