It's a quote that can be found at the beginning of Fear and Loathing in Las Vegas by Hunter S. Thompson. Most people think it is a quote from Hunter himself, but it is ACTUALLY a quote from Dr Samuel Johnson. Dr Johnson originally penned that line in "Anecdotes of the Revd. Percival Stockdale"
