All you need is the minimum or close to it...not more. The power listed by the card manufacturer is a safe, conservative estimate. This is not the power required for just the card. It is an estimate of the power required for the whole computer, including the new card.

Just to be clear...Your power supply does not need to exceed the minimum requirement listed by the card manufacturer.

I never heard of a 8400 GeForce card. I thought there are only 8500, 8600 and 8800.

Nonetheless, to answer your question, DO NOT buy the card. 300W is solely for your video card alone. Dont forget that other parts need power as wel (your MOBO, CD ROM, RAM, Sound card, Fans, bla bla bla).

You should get a new power supply if you want to get a new video card.

That new card may just be a 25 watter but draws everything from the +12V rail. If your 300W power supply has a strong +12V rail (12 amps or higher) and you have not added fans and extra HDDs or CD drives, it may be able to handle the 8400GS. BUT you might run your power supply HOT at or near full load (esp. the +12V rail).
Do consider a power supply upgrade. A higher rated power supply (preferably dual +12V rails) runs cooler, lasts longer and gives you plenty of elbow room for upgrades.
