While I was on my computer, I had all these pop ups from my spybot search and destroy saying all these corrupt files and I should restart it and run check something. (I was too frustrated to remember everything that was said) So I restarted it, and all these files were deleted by the check something program (right when you turn it on it goes there usually if you turned it off the wrong way) Then it went to restart again after it deleted all the files, and then it won't get past the windows start up screen, which the blue scrolling thing. The next screen says that there is a fatal internal error and program terminated.

What do I do?

It sounds like you have deleted some files that allow your system to run properly. They are known as system files. One thing that people never remember is that they need to look at what they are deleting before they delete anything. It sounds like you had a virus that corrupted your system. The files you have deleted allow your system to perform certain tasks that it can no longer perform.
Did you make a boot disk? If so, you need to insert it and boot from that.
If not, you need to insert your operating system disk and reload your system files. It may be easier to just reinstall, a clean fresh start, so all of your system files and data are all there. Warning, if you partition your drive, you will lose everything. If you need some virus protection, a good one is called AVG Free Edition.
I hope that helped.

Try booting in safe mode.

Hold down F8 while turning your computer on and choosing safe mode. Also try "Running with last known good configuration" or the option very similar to that.
