Yes, you can keep different sub-species of T. horsfieldii together. Some herpetologists do not recognize and sub-species, but that's always a neverending battle. Time will decide whether they are recognized.

In the meantime, it is fine to keep different sub-species of Russians together. And yes, they are capable of breeding.

Keep them together? Sure- they have almost identical needs.

Breed them together? It usually works- sorta. Not all sub-species breed well in captivity.

Breed them at all? This is the trick. Russians do not readily breed for the average keeper. Between hibernation, proper daily care, and a nice big habitat, it can be hard for the average person to supply them what they need.

Yea, you can put them together, but make sure theres a LOT of space for them(unless they're little ones). And males from the same species don't usually fight for no reason, the great majority of the time they fight for females. I recommend a female, if you really love those kind of turtles, wouldn't you want them to reproduce? I'm waiting to know my Red-Foot Tortoise's sex so I can buy another one from the opposite sex.
