Not a good plan.
1. It would be a political move, NOT a military move. Pretargeting missiles with todays tech is not much more than meaningless. We can program our missiles to hit ANY target in the world and launch them in a few minutes time.
2. Many nations in the world are counted as our friends. You do NOT treat friends taht way.
3. Many other nations in the world are nations we would rather NOT have a fight with. You don't treat them that way either.
4. For our true enemies, there are a few, Iran and Seria to name a couple, they have to be stupid to think we couldn't annihilate them in less than an hour if we found it necessary. Thus there is no reason to pre-target them in such a political moce that could generate un-necessary sympathy for them.
No, you should never assume that our opponents are stupid. Thus, wlak quietly and carry a big stick. With any luck you will NEVER have to use that stick.

Hahahahahahaha. The most powerful nation ($471 billion defense budget a year)on Earth is afraid of North Korea? So a threat is cause for war now? Okay then...then North Korea and Iran both have a right to nuke us because we threatened them, no? Oh wait, when we do it, then it is okay. And war on the homefront means what exactly? Everyone who is ready for war should already be in Iraq. How silly of me to think that people who support a war should go and fight in it.

No. I doubt any nation is going to ever completely agree with any other nation. The United States and Canada are about as similar as two nations can get and they have lots of agreements, but a lot of disagreements.

ever see the movie "War Games"? the US has contingencies for any number of missile strike scenarios. the US can aim its missiles at friends or foes. the only reason the US " protects" other countries is because the US is protecting it's interests not because we are allies.
