They are both ionized completely and both have only one replaceable H+ or OH- so they react in a 1:1 molar ratio.

From the definition of Molarity, you know-
Liters x Molarity = Moles (or mL x M = millimoles)
Therefore you can write-
mL x M = mL x M
mL x 0.265 = 34.56 x 0.183
mL = 34.56 x 0.183 / 0.265
mL = 23.87 mL of KOH

i believe if the equation is balanced you multiply .03456L and .183M to get to moles and divide the answer by .265 to get the volume
