Giving someone "the key to the city" is an honorary courtesy bestowed on a guest who comes to your town for some beneficial purpose. It's worth nothing, opens nothing. It's just a very nice way of welcoming the guest to your town publically. It is usually given my the mayor, magistrate, ruler, or whatever your city's form or government has.

Basically worthless as teats on a bull. hahahaha

It's this key, see, and it's like a master key, and it opens every lock on every door, window, drawer, gate, etc. in the whole city. It's like carte blanche. I mean, the guy with this baby can go ANYWHERE he wants. NOTHING is closed to him. This is such a really big deal. Imagine it. THERE ARE NO SECRETS from the holder of THE KEY TO THE CITY!!!
>:o)

A giant magic key the opens everything in the city. No one has they same kind of access as its holder. Except Sam Fisher, he has crazy lock-picking skills.

Well, obviously, it's a key to a HIDDEN and SECRET gate to the undercover part of the city that only politicians and their friends know about. Everything there is free, and a lot of it is illegal. :-)
