Have you ever filed a tax return? It's on that. Some states used your SS number as your drivers license number. If not, contact you local social security office and tell them your story. Go see them in person. Take identification (your drivers license and at least one piece of mail addressed to you at your home address).
Your mother has issues.

Contact the Vital Statistics department in the state you're living in. Go down and buy a new one.
You'll need your birth certificate at the very least.
If the US is anything like here in Canada, you'll need a mailing address, a couple bucks, your birth certificate, and such items. You fill-out the paperwork, pay your money, and go "home". You'll be mailed your new card in a matter of a few weeks.
Please note, generally speaking, the only persons that require the number are your employer (and union, if you're in one), and the government. I don't know about in the states, but up here, Credit companies can NOT require you to provide the number. *This includes banks.*
For clarification, contact your Social Security office and ask some questions. You may obtain a warm glow about who you have to, and whom you don't have to. :D
If it is the same for you as it is here, anyone not on the "approved" list and insisting you *must* give them your SSN are in violation of Federal Law!

Do yourself a favor and forget it. She's afraid that you will open up credit card accounts and get into debt, which is a possibility. I've been a college student. I'm a graduate student now in fact. Why do you need a bank account? How do you get money? Do you have a lot of money that you need to put somewhere safe?

Look in the U.S. Government section of your local phone book for the nearest office of the Social Security Administration. They handle things like this all the time and will be able to get you the forms needed to get a replacement card.
If they are not listed, check here: http://ssa-custhelp.ssa.gov/cgi-bin/ssa.cfg/php/enduser/std_adp.php?p_faqid=251
You will need a copy of the card for such little things as getting a job and registering to vote.

Take your birth certificate and driver's license to a SS office.
Actually, you should call and find out what you need to bring before going there. It might save you a trip.
