It's generally known in the business as the 'slate' or 'sticks'. When closing it, however, is when the assistant camera person (the person who is responsible for holding the slate) says 'Marker.' When slating after a take, it is held upside down to indicate that it goes with the previous take. And when a shot is MOS (meaning without sound), the slate is held with the sticks closed, and are not clapped together as that is only to help find sync for sound. It is not, however, known as a clapper board by anybody in the business.

I heard it's called a clap board, not a clapper board, but it could be either.
