I want to give it to him so that he could transfer me the money he owes me every month. Is it safe to give it out, he is not a close friend but just a person I know a bit.

Several thousand people have the same routing number as you. Its basically the banks account number. Every person that has opened an account at your bank branch has the same routing number on the bottom of their checks. I would not, on the other hand, give anyone your account number. But the routing number only is safe. Course he would need both to do it. Be safe and request a money order/cashiers check instead.

If you trust the person, sure. Give it to him so he can transfer the money.

Your bank account and routing number is not exactly top secret information. Remember, it is on every single check that you give to someone.

nope he could use that number to drain your bank account dry
why not just have him send you a money order every month? that way you don't have to worry about his personel checks bouncing and you can cash it at your local bank or if its a money order from a post office you can cash it at any post office

Sounds fishy to me. Don't give it out. Tell him to give you a money order or cashiers check.
