Why can't helicopters be equiped with "guns" to cover a vehicle with paint? Seems to me it make it unecessary for CHP's to chase them creating a risky situation for innocent drivers.

I did not mean to paint the car to identify it but to impair the driver's vision to make them stop.

They usually have the license plate number to identify the car. Paint wouldn't make a difference.

The reasons they chase are:

1. If the driver is an imminent danger to society. i.e. if he is going to continue to drive recklessly even if they give up the pursuit.

2. If the car was stolen and they do not know who was driving. Painting the car would not help ID the driver.

3. If they have drugs or other contraband that they will dump if they get away from the cops.

4. Other reasonable reasons I can't think of right now.

If the cops make it a public policy that they will never chase, it will embolden more criminals to make a run for it. If they paint the car, the driver will just ditch the car and then there's no proof who was driving it.

Sounds logical to me. It wouldn't even be necessary "cover a vehicle with paint" - merely polka-dot it with acid based blobs about the size of baseballs. Even if the vehicle was not apprehended and then hidden, stripped and repainted ($$$) - I think the owner would reconsider the next time he was pursued. In the meantime, he's walking - no one with half a brain is going to be driving around in a vehicle with such obvious markings down the entire side, at least not for long.

There is a better way to avoid chases.
It's called roadblock.

Just set several removable roadblocks on the roads/streets near most criminalized neighborhoods.

THE PURPOSE OF STOPPING "SPEEDERS/RACERS" IS TO PREVENT THE LOSS OF LIFE".PERIOD"......

YES THIS WOULD PROBABLY STOP THE CAR, HOWEVER,
THE OCUPANTS OF THE CAR (CRIMINAL OR NOT) ARE THEN AT RISK OF LOOSING THEIR LIVES...
IF THEY WERE TO GET COVERED IN PAINT OR ANOTHER SUBSTANCE,
THIS WOULD CAUSE A VISUAL IMPAIRMENT,
WHICH WOULD LIKELY END UP IN A CRASH,
AND THE POSSABLE "LOSS OF LIFE" (WHICH IS NOT THE PURPOSE OF THE PERSUIT)....
