you know, instead of using newspaper to plaster on the balloon, would crepe paper work just as well? I dont have any newspaper to use.

oh yeah and this is for a pinata. (I have to make a pinata then paint it)

Crepe paper might work, but you'll need to layer it on and you'd need a lot of it.

BTW -- You can't use toilet paper. Toilet paper will just dissolve the minute you put water on it.

Yes, it will nearly dissolve when you wet it, and then you can re-shape it over your form. If it dissoves too much, just pour it through a metal strainer and you will be able to peel it off and mold it however you want.

Sure. and it will be even prettier than newspaper.You can even use TP.
