Both the sentences are False!

It means, in effect, 'I'm talking nonsense and on't take me seriously!.

But in riddles, this may be made to make sense!

Well, as stated, both sentences make sense when used in that particular context, as individual and separate sentences. But if you're making a comparison between the two sentences, no, they really don't make much sense.
