No you cannot stop this..but do you know creosote is poisoning your garden? It is very toxic and deadly...I have worked with alot of creosote as I was raised on a farm, and we would soak the part of our fence poles that would be in the ground to prevent rot... I have had one of our hired hands get a little on a sore on his foot...and had to have it amputated..if you ever see a creosote poisoning case..you will be a beliver..and this isn't rare..it is common..

I know a lot about wood and wood preservation and short of replacing the ties with borate treated, green, landscaping timbers, there is no way to stop the bleeding.

the only way to get them to stop is to heat treat them, which basically means charring the outside very slowly over several days. There is no good practical way.
