If the books are in the public domain, then you can download them for free from Project Guttenberg. But if they were first printed within the last 30 years and the author is still alive, then they won't have it unless the author has choosen to release their work into the public domanion.

Probably not; even if there is one, it's illegal, or you have to pay to use it. There ARE places online where you can read books for free without downloading anything, but it's only books whose copyrights have run out (books that are 75 years or older, I think).
