Okay no matter where I look, they are there, they are in puddles, ponds, buckets of water, just about everywhere water is!

Desctiption : About a centimeter, They spin around in the water in a circular motion to move.

Someone told me they are mosquitios, but that doesnt make sense....or does it? I have been trying to find out for atleast 15 years!

Does indeed sounds like the las stage of mosquito larvae to me too. If you can provide a photo of one, that would solve the mystery.

It's called mosquito larvae for a reason. It's because they are still in the larval stage, and don't look like the adults. The mosquito lays it's eggs in any standing body of water, which is why you see them everywhere.

It sounds like paramesium, but I wouldn't really be able to say for sure unless I saw them.
