I can't speak to everywhere, but it is not working in Texas because no one wants to set up a system that will help people get off of it. The system here pays bare subsistence, does nothing to provide training for employment, provides no child care subsidies, etc. For this reason, people raised in welfare never get out of it because they don't know how or have the resources to do it.

Welfare should be a program with a limited life for each recipient, say two years. Support should be provided that would be better than a bare hand-to-mouth existence During that time, an intensive program of literacy/job training should be done, along with the child care needed to allow the person to focus their attention on the training. Then there should be a transitional period while the person is beginning employment where child care continues at a reduced rate and other assistance such as help with transportation and appropriate clothing should be provided for a period of say one year while the person gets on their feet.

This would get people off the welfare rolls and assure that children would be exposed to a life of independent self-support early enough that they would not consider welfare the only way to live.

Much better than it was before it was reformed. Now at least there is a time limit, so people have to go out and get a job.

No more generations of welfare lovers.

It doesn't work the way it should. Most stay in it for life and raise kids who continue in welfare their whole life too. It needs reforming again, I guess.

The funny thing is that they can't give away enough food stamps to keep the food stamp system alive. They've been advertising for people to take food stamps off their hands.

We have welfare in the US. What do you mean by "working?"
The system works in that benefits are made available to those who need help. It works in that there are limits for benefits for those able to work. It works in that efforts are made to find work for the unemployed who are able to work.
