Unfortunately their are no hard and fast rules for age requirements. While the government says 18 years of age, many hotels differ in their interpretation. Casino hotels might require an age of 21. I have found no lists that show age requirements at less than 18.
Now...Almost all hotel bookings are being done on the Internet. Use a page from Home Alone 2 and book on-line. No voice problems. Book for your family. Then when you show up. Have Lots of Baggage and explain that your parents are trying to get lost baggage from the airline. Should work but all plans change so have alternative in mind. You can always try this out on a couple of hotels that are close to your home. give it a try.
edit:
Disney and most of the major hotels require ID to get a room. So you are going to be pushing the envelope here. A friend in Chicago who deals with this all the time says that underage people try to check in on a regular basis. She says they usually want to party away from Parents, etc. it seems that rooms get pretty trashed with the younger set and hotels are getting real strict about it. So... It appears that this might be harder to do than you originally thought.
